Apl.de.Ap and ADB Partner to Launch Philippines’ First EV Center for Excellence


MANILA—The Apl.de.Ap Foundation International (APLFI) in collaboration with the Asian Development Bank (ADB) announced on Friday their plan to establish the first Electric Vehicle (EV) Center for Excellence in the Philippines, aimed at revolutionizing the country’s transport sector through electrification.



According to Philippines News Agency, the new center is designed to foster a comprehensive ecosystem for EV technology, encompassing education, infrastructure, and policy support. Apl.de.Ap, founder of APLFI and member of the globally recognized music group Black Eyed Peas, emphasized the center’s broader mission: “Our vision for the EV Center of Excellence extends beyond merely introducing new technology. It’s about empowering people. By upskilling our existing workforce and creating new educational opportunities, we can ensure that the benefits of electrification reach every corner of the Philippines—creating jobs, improving public health, and driving sustainable economic growth.”



The center will act as a pivotal resource for local government units, private enterprises, and the academic sector, guiding them through the complexities of adopting EV technology. James Leather, chief of the ADB’s transport sector group, described the initiative as a “catalyst for nationwide transformation,” aiming to prepare the Philippines with necessary tools and knowledge for a cleaner and more resilient transport future.



In addition to launching the center, APLFI and ADB are conducting a comprehensive study on national electrification. This study, expected to conclude in the fourth quarter of this year, assesses various aspects such as workforce capabilities, grid adequacy, and the expansion potential for charging infrastructure. It also evaluates existing legislation and identifies any regulatory gaps that need addressing to support the development of a robust EV ecosystem.



Audie Vergara, executive director of APLFI, highlighted the strategic importance of the study, stating, “The insights from this study will be pivotal in charting the course for the EV Center of Excellence. Our goal is to ensure that this center not only drives technological advancement but also delivers real, lasting benefits to communities throughout the Philippines.”
