BOI Approves Green Lane for PHP1.9-Billion Solar Power Plant in Pangasinan


MANILA — The Board of Investments (BOI) has granted a green lane certificate to the PHP1.9-billion Mabini Solar Power Plant Project in Pangasinan, set to begin operations in the second quarter of 2026.



According to Philippines News Agency, the 49.9-megawatt solar power plant, developed by Spotlight Power, Inc. (SPI), will be located in Barangay San Pedro in Mabini town. The project is expected to generate approximately 150 jobs from pre-development through to the start of commercial operations. SPI, a renewable energy company based in the Philippines, is supported by Trina Solar Investment Pte. Ltd., an arm of Trina Solar Co. Ltd., a global leader in solar energy solutions.



The green lane certification is part of the government’s initiative under Executive Order 18, which mandates the creation of green lanes within government agencies to expedite the processing of permits and licenses for strategic investments. The BOI’s One-Stop Action Center for Strategic Investments (OSAC-SI) will collaborate with local officials in Pangasinan to streamline the project’s permitting and licensing processes.



Representatives from SPI and Trina Solar Co. Ltd. praised the green lane initiative, stating that it enhances efficiency, increases project delivery capabilities, and boosts investor confidence.
