CSC Announces Major Modernization of HR Systems Across Government Agencies by 2029


MANILA—The Civil Service Commission (CSC) has announced plans to modernize the human resource (HR) management systems of the national government, aiming for a complete overhaul by 2029. This initiative is supported by a PHP3.8 billion budget approved by the National Economic and Development Authority.



According to the Philippines News Agency, CSC Chairperson Karlo Nograles discussed the need for this transformation during a Malacañang Insider interview on Wednesday. He pointed out the disparities in the maturity of HR management systems across various government offices, describing some as “archaic” while others have advanced more significantly. “Across the board, the maturity levels are not at par with global standards,” Nograles said.



The planned modernization will include the implementation of an integrated Human Resource Information System (HRIS) that connects with the payroll system, set to be rolled out over the next five years. By the end of 2029, the CSC aims to cover 226 government agencies, affecting approximately 1.1 million civil servants. This overhaul is expected to streamline the process of filling job vacancies and promoting qualified employees more efficiently.



Nograles also highlighted ongoing challenges, such as the CSC’s current inability to monitor job vacancies across agencies in real-time, which hampers effective recruitment and placement. Data on vacancies are only collected bi-annually, which Nograles noted is insufficient for optimal operational management.



Additionally, the CSC chairperson emphasized the potential for improvements in learning and development and performance management. The existing Learning Management System (LMS) can now be better integrated with the HRIS to address the specific training needs of different agencies, aligning them closely with performance indicators and the broader objectives outlined in the Philippine Development Plan.



This comprehensive, decade-long modernization project is designed to elevate the standards of civil service management to global benchmarks, ultimately enhancing the overall efficiency and effectiveness of government operations in the Philippines.
