Davao City Issues Traffic and Security Guidelines for All Saints’ Day and All Souls’ Day Observance


DAVAO CITY: The city government has urged residents to comply with security protocols and traffic regulations for All Saints’ Day and All Souls’ Day on November 1 and 2. The guidelines include restrictions for cemetery visitors and specific traffic rules to ensure a smooth observance of these days.

According to Philippines News Agency, the City Transport and Traffic Management Office has issued a management plan that residents must follow, which includes adhering to traffic rules, using designated parking areas, and avoiding prohibited routes. The city government has also specified that visitors to cemeteries are banned from bringing pointed objects, karaoke machines, loud music, jackets, bags, gambling items, and alcoholic beverages. Firearms and drones are prohibited within cemetery premises.

Public cemetery gates will operate from 6 a.m. to 8 p.m. from October 30 to November 3, although private cemeteries may choose their own operating hours. Overnight stays in public cemeteries are not allowed, but priv
ate cemeteries have the discretion to permit them. Medical tents will be stationed at all cemetery entrances to address any emergencies. Entry will be denied to loiterers, vagrants, and scavengers. A “one entrance, one exit” policy will be in place for vehicles and pedestrians.

The City Economic Enterprises has announced the suspension of all burials, internments, and cremations in public cemeteries from October 30 to November 3, except in emergency cases. Only vendors with special permits from the Business Bureau are allowed to sell goods near cemeteries during this period. The sale of alcohol, barbecued food, sharp objects, and second-hand clothing is strictly prohibited. Cooking and eating on sidewalks are banned to prevent obstructions, and vendors are required to segregate waste using designated trash bins.
