DFA Collaborates with DOJ on Cancelling Passports of Dismissed Mayor Alice Guo and Associates

MANILA – The Department of Foreign Affairs (DFA), in collaboration with the Department of Justice (DOJ), is actively working to fulfill a directive from Malacañang to cancel the passports of dismissed Bamban Mayor Alice Guo and three others, as stated by Foreign Affairs Secretary Enrique Manalo on Friday. The order, aimed at individuals who reportedly fled the country, also targets Wesley Guo, and the recently deported Sheila Guo and Katherine Cassandra Li Ong, in efforts deemed “in the interest of justice.”

According to Philippines News Agency, Section 10 permits the DFA to cancel passports for various legal reasons, including convictions, flight from justice, or fraudulent acquisition. Alice Guo faces charges related to qualified trafficking and alleged involvement in illegal Philippine offshore gaming operator (POGO) activities. Meanwhile, the Bureau of Immigration confirmed that Guo remains in Indonesia, with no known attempts to transfer to another country. The DFA and DOJ are navigating these complex legal and procedural challenges without a set timeline for the cancellation process.

Additional insights provided by BI spokesperson Dana Sandoval revealed that an investigation is underway to determine the route taken by Guo in fleeing the Philippines. Initial leads suggest a journey through Malaysia and Singapore before arriving in Indonesia. Authorities are also exploring the possibility that Guo’s departure involved a private aircraft, though confirmation is still pending.
