DHSUD Set to Construct Over 10,000 Housing Units in Ilocos by 2025


Laoag City – The Department of Human Settlements and Urban Development (DHSUD) has announced plans to complete 10,342 vertical housing units in the Ilocos Region by the second quarter of 2025, as part of the Pambansang Pabahay ng Pangulo Program (4PH).



According to Philippines News Agency, DHSUD Ilocos Regional Director Richard Venancio Fernando Ziga detailed the distribution of the housing units during the Kapihan sa Bagong Pilipinas forum on Tuesday. The bulk of these units will be constructed in Laoag City, Ilocos Norte, with an allocation of 2,600 units. This will be followed by Urdaneta City with 2,560 units, Malasiqui town with 2,412 units, San Fabian town with 1,600 units, Alaminos City with 882 units, and Asingan town with 288 units—all in the province of Pangasinan.



The allocation of housing units to each locality is based on the figures submitted by local government units (LGUs) to DHSUD. Ziga also mentioned that approximately 200 housing units in Laoag City are expected to be completed by the end of this year. In Alaminos City, construction in Barangay Bolaney is set to begin within the year, while projects in Urdaneta City, Malasiqui, Asingan, and San Fabian towns are currently in the pre-production stage.



Ziga highlighted the collaboration with local governments, noting that four LGUs in Pangasinan, three in La Union, and two each in Ilocos Sur and Ilocos Norte have signed a memorandum of understanding with DHSUD for the 4PH program. He expressed optimism about more LGUs joining the initiative to address the housing backlog effectively.



A key feature of the 4PH program is its in-city model, designed to ensure that the housing units are no more than five minutes away from city or town centers, thus close to workplaces or schools to ease commuting for beneficiaries. The program is funded through partnerships with private housing developers under the supervision of DHSUD.
