DOJ to Investigate Alleged POGO Mass Graves in Pampanga


MANILA – Justice Secretary Jesus Crispin Remulla announced on Thursday that investigators will probe the alleged existence of mass graves in Porac, Pampanga, tied to illegal Philippine Offshore Gaming Operators (POGOs). The revelation follows ongoing operations against POGOs, which have been linked to organized crime activities.



According to Philippines News Agency, Remulla explained in a press briefing that the discovery of the graves underscores the criminality associated with illegal POGOs, which prompted President Ferdinand R. Marcos Jr. to reject the continuation of these operations. Remulla affirmed that the government is treating the matter with utmost seriousness and will investigate all reports of criminal activity.



The Presidential Anti-Organized Crime Commission (PAOCC) has been receiving reports suggesting that bodies are buried in areas connected to raided POGO compounds, including operations run by Lucky South 99 and Whirlwind Corporation. PAOCC spokesperson Winston Casio stated that the reports, submitted via social media and other channels, claim personal knowledge of these crimes.



Over the weekend, investigators from the PNP-CIDG, prosecutors, and PAOCC officers, along with witnesses, identified potential burial sites. The PAOCC has applied for a search warrant to pursue further investigation and alleviate concerns from foreign embassies and families of missing individuals.



Casio affirmed that the PAOCC will follow all leads, ensuring that justice is served if the reports are confirmed, and will continue to explore other investigative paths if necessary. Remulla also discussed the case of dismissed Bamban, Tarlac mayor Alice Guo, describing it as “nuanced and complicated,” with the former mayor receiving significant support from unknown sources.
