DOTr Crafts Roadmap for Electric Public Transport Transition


Manila—The Department of Transportation (DOTr) is developing a comprehensive roadmap to convert the public transportation system to electric vehicles (EVs) as part of its commitment to sustainable development and climate change mitigation.



According to Philippines News Agency, DOTr Undersecretary Jesus Ortega announced on Monday that this initiative aims to advance zero carbon emissions and promote alternative fuel vehicles. “If our road public transport goes electric, we are on our way to sustainable green transport,” Ortega stated, emphasizing the government’s strategy to fulfill its climate response obligations and transition towards renewable energy.



The roadmap includes multiple key projects such as the Public Transport Modernization Program (PTMP), Active Transport Program, and collaborations with local government units to foster low-carbon urban transport systems, all in alignment with the Paris Agreement. Ortega cited Executive Order 12 as a pivotal policy driving the electric vehicle market, supporting the shift to emerging technologies, reducing dependency on fossil fuels, and cutting gas emissions in the transport sector.



Ortega also highlighted the broader context of the department’s climate resiliency efforts, which include introducing electric trains, sustainable aviation fuels (SAF), crew training for methanol use in sea vessels, solar panels at airport terminals, and hybrid ferry boats on the Pasig River. Furthermore, the DOTr is exploring incentives for transport cooperatives to accelerate the adoption of electric vehicles in public transportation. “This harmonization of transport projects is crucial for shaping a more sustainable future and creating greener cities that are safe, commuter/pedestrian-friendly, and accessible for all,” he added.



The incentives for EVs would be integrated into the PTMP, underlining the government’s proactive approach to enhancing the environmental sustainability of the Philippines’ public transport infrastructure.
