Local Cement Manufacturers Poised to Meet Growing Housing Demand in the Philippines


MANILA: Local cement manufacturers in the Philippines are prepared to meet the rising demand for housing as the country’s domestic production capacity has significantly improved over recent years, according to the Cement Manufacturers’ Association of the Philippines (CEMAP).

According to Philippines News Agency, CEMAP President Reinier Dizon announced that domestic cement production has increased substantially due to expansion projects and investments from new industry players. The production capacity has grown from 27 million tons in 2014 to 50 million tons in 2024. In a notable development, Japanese cement manufacturer Taiheiyo inaugurated a new plant in San Fernando, Cebu, in July, with an investment of PHP12.8 billion.

President Ferdinand R. Marcos Jr., during the ASEAN Summit in Laos this month, observed the handover of a green lane certificate to Thai fiber cement manufacturer Shera, which invested PHP2.9 billion. CEMAP remains optimistic about the local industry’s prospects, particularly with the gov
ernment’s national housing program, Pambansang Pabahay Para sa Pilipino Housing (4PH) Program. As of August, the Marcos administration has initiated 170,000 housing units under 55 projects nationwide.

The private sector is also active in launching new residential projects. Leechiu Property Consultancy reported that 2,145 new residential units were introduced in the third quarter of 2024. The consultancy noted that recent rate cuts by the Monetary Board could further stimulate new launches and increase take-up rates.

Dizon expressed confidence that Republic Act 11981, also known as the Tatak Pinoy Act, which promotes the use of Philippine-made products, will bolster the growth of the local cement industry. CEMAP recently participated in the 32nd National Developers Convention in Davao City, organized by the Subdivision and Housing Developers Association in collaboration with the Department of Human Settlements and Urban Development. The event focused on addressing challenges in the housing sector and develop
ing a unified approach to meeting the country’s growing housing needs. Dizon emphasized cement’s crucial role in construction and infrastructure, highlighting the local industry’s capability to support housing development with product availability, quality, and sustainability.
