PhilHealth Commits to Reforming Collection and Payment Systems for Improved Healthcare Coverage


Manila – The Philippine Health Insurance Corporation (PhilHealth) has announced plans to overhaul its collection and payment mechanisms to enhance healthcare service delivery across the country. The initiative was outlined during the PULSE (Promoting UHC Through Linkages, Synergy and Engagement) event on Tuesday, where PhilHealth president and CEO Emmanuel Ledesma Jr. highlighted the critical need for improvements.



According to the Philippines News Agency, Ledesma emphasized the necessity of stabilizing revenue through better premium collection processes, as current collection and payment systems face significant challenges despite premium rates being fixed by law. “Addressing these issues is an urgent priority,” Ledesma stated. He outlined a modernization plan that includes the integration of advanced information technology and mobile payment solutions, such as GCash, Instapay, and Bancnet, to facilitate more efficient collections, particularly from remote areas.



“This modernization will contribute to higher compliance and better resource allocation, allowing us to provide greater financial risk protection to a larger segment of the population,” Ledesma added. He stressed the importance of close collaboration and the development of integrated strategies to maximize resources and effectively serve the public.



Ledesma also underscored the commitment to exploring new approaches and embracing shared responsibilities to ensure accessible, quality health services for every Filipino. “As we advance the PULSE mission, we reaffirm our commitment to partnerships, resource efficiency, and community engagement,” he concluded.
