Philippine Senate Ratifies Four International Treaties, Aiming to Enhance Labor Conditions and International Cooperation

Manila – The Philippine Senate has unanimously ratified four international treaties, marked by Senate Resolution Nos. 1145, 1146, 1147, and 1148, during a session held on Tuesday.

According to Philippines News Agency, these resolutions target improvements in labor inspection, the management of penal sentences, tax cooperation, and support for agricultural development.

Senate Resolution No. 1145, spearheaded by Senator Imee Marcos, endorses the International Labor Organization Convention No. 81, also known as the Convention Concerning Labor Inspection in Industry and Commerce (ILO C81). Senator Joel Villanueva highlighted the ratification as a crucial move toward ensuring decent and humane working conditions. He emphasized the expected benefits in monitoring and educating both workers and employers about sustainable compliance and the maintenance of positive relations between employees and employers.

Senate Resolution No. 1146 facilitates the Treaty Between the Government of the Republic of the Philippines and the Government of Canada on the Transfer of Sentenced Persons and on Cooperation in the Enforcement of Penal Sentences. This treaty outlines the conditions and procedures for the transfer of sentenced individuals to their home countries to serve remaining sentences. Senator Marcos advocated for this treaty, noting the challenges of reintegration for Filipinos deported after serving sentences abroad without a support system.

The ratification of the Convention on Mutual Administrative Assistance in Tax Matters through Senate Resolution No. 1147 aims to enhance the administrative cooperation between states in tax matters, focusing on combating tax avoidance and evasion. This includes various forms of support such as the service of documents and freezing of assets.

Finally, Senate Resolution No. 1148 allows the International Fund for Agricultural Development to establish a country office in the Philippines, thus fostering agricultural development and support within the country.
