Philippines Bolsters Election Infrastructure with 24,000 Automated Counting Machines


BIÑAN, LAGUNA — The Commission on Elections (Comelec) has announced the arrival of over 20,000 automated counting machines (ACMs) for use in the upcoming national and local elections scheduled for May 12, 2025. The machines are part of a broader effort to enhance the integrity and efficiency of the electoral process in the Philippines.



According to Philippines News Agency, the 24,000 ACMs were delivered by Miru Systems, the South Korean service provider selected for the 2025 elections. Garcia revealed the figures during a press conference at a warehouse in Biñan, where he showcased 7,400 of the machines. An additional 7,000 units are pending release from the Bureau of Customs. “Miru committed just 20,000 for August, so they exceeded by 4,000,” Garcia noted, highlighting the company’s fulfillment of their delivery commitments.



In addition to the ACMs, Miru Systems has also supplied other essential electoral equipment, including laptops for the consolidated canvassing system, printers, cable ties, toners, test ballots, application servers, and database servers. Garcia confirmed that the company has met 100 percent of its commitments regarding these items.



Comelec expects a total of 110,000 ACMs to be delivered by the end of the year, with plans for 30,000 machines each in September and October and the remainder by December. The equipment inspection was attended by election stakeholders such as the Parish Pastoral Council for Responsible Voting, National Citizens’ Movement for Free Elections, and the Legal Network for Truthful Elections.



The procurement is part of the Full Automation System with Transparency Audit/Count (FASTrAC) project, which was awarded to a joint venture including Miru Systems Co Ltd, Integrated Computer Systems, St. Timothy Construction Corporation, and Centerpoint Solutions Technologies, Inc., totaling PHP18.8 billion.
