Senate Inquiry Investigates Alleged Espionage Ties of Former Mayor Alice Guo to China


MANILA – The Senate Committee on Women:The Senate Committee on Women, Children, Family Relations and Gender Equality on Tuesday escalated its investigation into allegations that former mayor Alice Guo is linked to espionage activities for China’s Ministry of State Security. The inquiry, which was initially focused on Philippine Offshore Gaming Operations (POGOs), took a new turn after an Al Jazeera documentary highlighted Guo’s connections to She Zhijiang, a detained Chinese spy in Thailand.

According to Philippines News Agency, during the 15th public hearing, Senate Deputy Minority Leader Risa Hontiveros presented a recorded Zoom interview with Wang Fu Gui, who claimed to be She Zhijiang’s cellmate and was handed some of his declassified files. These files allegedly contain information confirming Guo’s involvement with Chinese state security. Wang stated that while Guo was not described as a “special” agent, her dossier indicated significant parallels with She’s situation. He further elaborated that many op
eratives, including officials and businessmen, serve the political and economic strategies of the Chinese government abroad.

The hearing also discussed the connections between POGOs, scam operations, and Chinese intelligence efforts, which Wang described as part of China’s broader “united front and intelligence strategic plan.” He linked these activities to the Belt and Road Initiative, a global development strategy initiated by China in 2013 aiming to enhance regional connectivity and embrace a brighter economic future.

Furthermore, Wang disclosed that Guo’s mayoral campaign in Bamban, Tarlac, was orchestrated by China’s Ministry of State Security. With new developments in the case, Hontiveros expressed a strong interest in speaking with She Zhijiang, urging the Department of Foreign Affairs to facilitate this interaction. Wang mentioned that since his revelations, She has been under intense scrutiny and isolation by Chinese authorities, hindering any communication with external parties.

olved to continue its session privately, involving Guo and other relevant individuals, to probe deeper into the allegations and gather more evidence.
